Toro Lawn Mower - (South Toledo in Toledo, OH

This is a very expensive lawn mower with a 6.5 Briggs and Straton engine. It is a recycler and mulches the grass it just needs to have a new air filter put in since the mower got tilted to the side when I unloaded it from my truck. So if you know how to fix this easy to figure out micro problem ( I obviously don't) and replace the cord and handle,
